About this Work Stream
Ahead of the High-Level summit on 28-29 April, Carbon Tracker and the University of Barcelona’s EXIT Research Group will co-host the Economics and Data workstream at the Global Science & Policy Conference on 24-25 April. The aim is to translate current research on transition pathways into economic options and evidence which governments can use. Workstream participants will contribute analysis on the economic and financial implications of fossil fuel phase-out, the fiscal and investment frameworks required to implement a managed phase-out, and the data tools and solutions that policymakers will need.
Agenda
Richard Folland has been Carbon Tracker’s policy and government affairs adviser since 2014 and in 2023 joined as the Head of Policy and Engagement. Richard has over 30 years’ experience as a diplomat and advocate, operating at the highest level, based in Europe and elsewhere. He has worked on the climate and energy agenda, as a policymaker and as a private sector advisor, for 15 years. A former head of international energy policy at the UK Foreign Office, Richard has also been JPMorgan’s European Advisor on Energy and Climate Change, the Executive Director of the Climate Markets and Investment Association (CMIA), and the Head of Energy and Environment at Inline Policy. He was Co-Founder of the strategic advisory firm, Sustineri, working with institutional investors on climate and sustainability issues.
Jessica Arias Gaviria, Ph.D., is a senior researcher at POLEN Transiciones Justas, former Deputy Director for Energy Demand at UPME, and former advisor for the Mining and Energy Ministry of Colombia. With more than 12 years of experience in the academic and public sectors, she is a leading voice in Just Energy Transition and the future of fossil fuels. An engineer and expert in energy transition, she has shaped high-level strategies and public policy processes to advance just and equitable decarbonization pathways in Colombia. She has led and advised transformative initiatives in energy planning, climate policy, and fossil fuel phase-out, such as the Just Energy Transition Roadmap for Colombia, the National Energy Plan, among others.
Fatima Eisam Eldeen is a researcher of the EXIT Research Group of the University of Barcelona and a founding member of Re-power People. Her work spans supply and demand-side policy with a particular focus on fossil fuels and organising for deepening democratic ownership of renewable energy. Fatima holds a Master’s Degree in Geography from the Eötvös Loránd University, Budapest. She has multiple years of experience working as a coordinator and project manager in the public sector, as well as extensive experience in research and advocacy in the NGO world, with a focus on the energy transition and climate justice. With a strong background in network building, Fatima is a relationship weaver with deep expertise and experience in facilitation and convening.
